I have a ScotTrade account, and CPRKQ is locked from both buy and sell orders. I attempted to transfer 1/2 of my shares to a Fidelity account, but my shares are under an IRA, and required me to show paper-work. The Fidelity Rep got all snippy about my trading "junk" penny-stocks, and I was denied. Let me suggest just (quietly) opening an account on-line with unspecified funds, and then trade to your heart's content.

I also attempted to open with TDA, but got a similar reception. There was a bit of confusion at the desk, but it seems TDA only executes "sell" orders, at this time. Good luck...
