The issue isn't necessarily fraud. There are many penny stocks around that don't get prosecuted for fraud, but they still manage to steal your money. Ben Hansel alone has diluted shareholders by 20 million shares. You'd get more effect if Notre Dame did an advertisement during their football games or put up flyers around campus.
