the 3 billion has been raised to 6 billion BUT there will be a one year lockout for TADF shareholders who hold greater than 5% (if I remember correctly). This will lock up those extra shares and more after the merger is complete.

Also, this board controls a big chunk of the shares, Titan has the numbers on that.
