Amy -- I can't help thinking it probably was Felt -- he had huge motivation after Nixon passed him over for the top job at the FBI in favor of a Tricky Dick loyalist/knob-polisher -- and though GHWB was obviously not completely unsympathetic to what transpired, I'd be surprised for him to have taken the risk of undertaking that sort of action at that time, considering, in the larger sense, his position in things (both then, and not unforeseeably since)
