After reading today's PR from GERS, and reading this, I feel pretty confident with where this is going. This is what caught my eye. It's under EPA-420-F-11-018, June 2011

In today’s action we are also proposing a number of changes to the RFS regulations. These proposed changes are intended to:
• Clarify certain provisions because we have learned that there is some confusion among some regulated parties
• Clarify the application of certain provisions to unique circumstances
Office of Transportation and Air Quality EPA-420-F-11-018 June 2011
Regulatory Announcement
• Provide greater specificity in the definition of certain terms
• Correct regulatory language that inadvertently misrepresented our intent
Finally, today’s rule also proposes to make a minor amendment to the gasoline benzene regulations
regarding inclusion of transferred blendstocks in a refinery’s early benzene credit generation
calculations.

Between the PR regarding licensing a 4.6 billion dollar entity like Sunoco and today's PR, this should be pretty clear to anyone that is paying attention to where this could be going.

I can't see why you would be disappointed, you were just looking in the wrong spot.

Have a great night my friend!
