Looks like you've got a company that's getting a lot of government grant money to forward a "green aganda". They're using grant money to make a product that there is really no market for. There will be a market for the product if the government passes legislation that generally "nudges" people to buy it, but there is still really no guarantee. There was an Electic Car company in Salinas, California that just went bankrupt this week. They took grant money from the gov't for the same environmental reasons. Food for thought.
