Nice work, I thought this might be the case with the OTC tier rating system but if they want to relist with OTCBB they will need to file the Form 211, they may not even choose to do this because the OTC system was totally revamped in 2010 by the tier rating system and the only reason they would relist with OTCBB is if they wanted the stock to trade telephonically which is kind of prehistoric:

Because PCFG's financials are audited, they should be able to go right to the OTCQB tier as you have confirmed, next step would be OTCQX:
