the FDA doesn't begin review or the review clock until the final segment of the application is in.

So I knew the official clock didn't start until the submission was complete, but are you sure that the FDA doesn't start reviewing some of the more mundane parts of the application as they're submitted?

My impression was that there was indeed some element of review and back/forth during the rolling submission process.
