Because there are more shares lower than where you wanted to buy them....

That is why they fill you on lower prices. Your Broker is getting you the best possible price and that is what they got you.

This usually means there are still more shares entering the market...

time will tell as usual with this play. I still think they are going to be using shares as a funding method IMO
