I feel ya, Scottrade has restricted issues I wanted to buy as "sell only" many times but never charged outrageous fees like that.
Ironic since buying low and selling higher is the name of the game.
As a result I no longer give Scottrade my business.

TDAmeritrade and Etrade have the least restrictions and TDA has some sort of in-house/private clearing system. It might be best in your situation to open an account and transfer the whole account after taking the cash out. There is no guarantee that they can successfully transfer all the shares but at the very least you could accumulate the shares you want in SFIO and HPNN in the new account... just a thought.
