The military does not need NIJ certs to procure. . . Any customer can set their individual specifications, which may or may not require NIJ certs. Local agencies do use NIJ, since they are not able to test in house.

DOD and the branches of the Military can procure using a multitude of options that can secure the 'materials/items/product' they deem necessary if the need is urgent enough.

Having said that, it is likely that there will need to be performance miles stones of that will need to be met. The recent 'Dugway Test' could be one in a series . . .

Hope Flatcat is available, he likely could provide some scenarios, how BORK could get, helmets for example, into the hands of the Military on an expedited manner. . . with the understanding BORK has limited production capability at this point for Helmets.
