Pacco, they could submit for all the NIJ levels.
Price could be cheaper for Level III - thinner and lighter
Price for Level IV could be a premium price.

Some law enforcement org or maybe sports enthusists may just want a cheaper Level III armor. It's whatever the market demand is.

Some may want an even cheaper version.
