Bourque's offer concerning Bourque Alloys may be illegal.

If the offer does concern Bourque Alloys, LLC, then in my opinion it is probably illegal since an LLC can not advertize a securities offering and a offering to people in different states would also be very questionable (this is from a Lawyer specializing in securities law).
