Yes it is a FINRA rule applying to all firms. They will let you trade shares you already have or that are converted (e.g. from GPGI), but won't let you deposit stock certificates of a pink sheet (whether restricted or not).

Remember, FINRA is effectively controlled by DC which is controlled by the big banks and brokerage firms. By keeping a rule that says pink sheet stocks are 'dangerous', they force small companies like BORK to pay them a fee to take their companies onto listed exchanges.

Companies that can't or won't do this, are relegated to the pink sheet status with the above restrictions, and other BS like Caveat Emptor at otcmarkets.com, etc.

It's a game for the big banks, and if they don't get their piece, your life as a small company owner is made more difficult
