no...it's called TRADING.

MM's control the price of the stock, based on the realities of the market, buy and sell demand, and the performance of the company.

YES..'bid whackers' (people who SELL at the bid) can give the MM's the ammunition to manipulate the price.

FACT: Q has not reported revenue or profit, or its debt
FACT: Q has untold BILLIONS of shares in the market
FACT: Q is on the air in three cities (but hasn't reported their subscribership)

That's all the MM's have to go on, and they base the PPS accordingly.
