My time in aircraft manufacturing dealt with both military and commercial. The military channel was always to one of the services or a supplier that sold directly to one of the branches. Our 'stuff' primarily went to the Air Force of course, but did have some product end up on Navy Subs and Ships.

Most all of the 'items' ordered required a 'raw' material specification, which required the material come from a batch of material that had been certified/tested to the material spec requirements. On top of that there was a product specification. and documentation was required to prove that the product met those requirements.

Then there were other 'special' orders where we would make the product, then send samples of the material for them to test and they would also verify the product via a sampling protocol. In that event, we did our own in house testing and verification to make darn sure these parts would pass muster. These were usually hurry up orders. We also did a some parts for the B-2 which had their own set of rules, but were similar to these special orders . . . we did have couple of parts, where we were supplied with material and made the 'item' to their requirements.
