Nightstocker, actually you can vote, in a subtle kind of way. As you read The Jailhouse thread, notice that the gadflies occasionally express their frustration by an impromptu 'vote'. Now whether Matt listens or not is not always apparent, as there may be things known only to him and the miscreant. OTOH, when the gadflies gang up on Matt, some inmates have been given a 'probationary' release from The Jailhouse.
