Building one if the compressor is available should be under $2000 and be relatively easy to assemble if it functions similar to conventional A/C systems. Sounds like it may need a water supply, which based on the amount of water they say it uses may just use the same set up as an ice maker for your fridge or a humidifier for your furnace. The most expensive thing is the compressor. Hell, the manufacturer would probably give them a few for prototypes.
If they insist that is is a functional design, they must have hooked the pieces together and tried it and worked from there to tweak the design. I would think the prototypes would be sample finished units ready for install. And yes, this is some speculation on my part, based on the fact you would have no way to design and test this without building primitive test units.
As for Needing Financing > They have 5 Billion Shares, with lots to sell for financing. You keep pointing out the increased the A/S but have no financing. Selling Shares = Financing dont you think?
