i'm not really sure why people think ipwg's contract for the polish wte plant is meaningless or worthless.
a lot of people may think that if ipwg does not build the plant, someone else will.
how easy it is to forget. there was an article last year (jwage reposted it recently) re: the eu and their demand poland builds 12 wte plants. for those that have forgotten, poland was unable to attract anyone to build even half that number --- and the eu was willing to put up as much as 50% of the financing.
so it's not like hundreds of companies are running to poland to build these wte plants.
what ipwg does have, is guarantees from the polish govt (local and regional), guarantees from local garbage carting companies to drop-off guaranteed amounts of garbage, at guaranteed rates. guarantees from local electric power companies that they'll accept the electricty generated at guaranteed rates. a lot of guarantees in these contract ipwg has --- WHICH SERVES AS COLLATERAL FOR THE LOAN THEY ARE CONTRACTED FOR. that's right --- ipwg has a signed, closed contract for the loan with ifi snl. unfortuantely, getting the proceeds of the loan has taken much longer than ipwg expected, and sh's have tolerated. but it does not change the fact that there is a signed, closed contract for the loan --- and several people have heard from ipwg management that they still expect to finally get the proceeds in their bank. AND THERE IS NO DOUBT IMO, THAT IPWG MANAGEMENT, INCLUDING THE IRISH ARE FIGHTING VERY HARD TO FINALLY GET THIS DONE.
