Regarding rare earth export quotas from China...

I've been reading about rare earth exports from China. This article came out in April:

As I read this, it says 2011 export quotas are up 5.16% from last year. Am I interpreting that correctly?

Did the H2 2011 report come out since then? I'm searching for it but no joy.
