experts from the congressional budget office seem to think the industry is big enough to stand on its own without subsidies or tariffs and that the effects will be minimal. i suspect some weaker companies, and maybe the bootleggers with mounting debts to greenshift, could fail if obama does not keep his promise to veto the anti-subsidy measures.
