Just to be clear, I am not "Stephen C. Fearn, COO." I sent him an email, and he responded with the information in the prior post:

The purpose of the request by CGI to the Division was to avoid any regulatory issues with the division in the repair/replacement of the pipeline. The Division's response confirmed our interpretation that the pipeline was not currently within the Division's regulatory authority, and therefore CGI could proceed with the work without any potential negative impact on either the existing Permit or the new Amendment that is under preparation.
