While California may be desperate for cashflow that does not mean they will give the permits. The people of California and particularly the politicians are so lost to reality that most of the time the environmental concerns and public assistance programs are considered almost holy. Ie untouchable. Not saying that all Californians are this way but this is a reality for the majority of VOTING Californians. So imo this will still cause huge roadblocks for sugo. I lived there for four years. Long enough to learn that the state cares about environmental issues and welfare programs much more than economical issues. Why do you think they are in the situation they are in? Hopefully the state is in enough trouble now that reality has set in and they will strive to find a balance between the economy and everything else. Including sugo. All imo.
