Provinces and States are slowly beginning to make no texting and driving a new legislation, for example in British Columbia,Canada texting and driving is completely banned. Those who are caught get huge pricey tickets, and many lose their licenses for quite some time. And it has been working very well here. But for it to be pre-loaded would be very rare. This app isn't like twitter/facebook app that is mainstream. You know what I mena? Now for this being endorsed by Justin Bieber, it gives a chance for this application to gain a lot of credibility with the consumers. As long as this sells, businesses will support this application. I own a small load of shares, so I hope this does jump. Goodluck.
