Yes, they are different things!
ZincFinger is using an analogy.
Analogy defined as:

a. Similarity in some respects between things that are otherwise dissimilar.

He is explaining, in simpler terms, that genetic programing is similar to robotic programing. Without the genetic "program" the worm won't produce the desired silk.
Without a program, the robot won't produce the desired product.
Yes, mistakes happen in both genetic programs, natural or human manipulated, and robotic (computer) programs.
That's what testing is for. Even with testing, you can't be 100% sure of either. But you can increase that reliability to 99.99999% (to many decimal places) with the proper procedures. And as in the production of any product or the breeding of any species selected for certain traits, the more you produce, thru each generation, the higher that reliability factor becomes.

We are on the cutting edge with this technology. But the results will be worth the risk.
