I'm not so sure. If your future is hinged on how well a project you started is finished, you are a stake holder regardless of the fiscal ramifications. A stake holder has something at stake, whether money, reputation, future financing, whatever. Lets face it, regardless if Lleg only was in the transaction for 2hrs, they are still a stake holder until construction starts.
