where they getting this $20mil from?

"Both companies will become equity holders in Laidlaw and will be issued a new class of preferred shares. Laidlaw is negotiating a 20-year to 30-year power-purchase agreement."

let's face it with 2.4bil shares of common and 1mil pref already out there how much more stock weight can this company carry
