No one wants to harm present investors, they have already been harmed enough.

Why do you want to harm us present investors? SEC suspension is the kiss of death.

The problem is that the only way to continue this death spiral is to draw in MORE innocent investors. The only way to prevent that in any viable way is to halt trading.

There will always be unsuspecting victims available to the scammers, how else can they be protected?

Present investors cannot be hurt any more, they have already lost everything they invested. The only thing left for them is the realization that it is over.
