Not sure. My guess is someone "testing the waters". Put in a small order to see if anyone has sell orders out there. It shouldn't be much of a surprise that most shares won't be let go of below .02-.03. Too much money held up, and most shares are held in large quantities by a few.

....or it could just be Kels trying to start a run up to flip a few.

Either way, I like any activity.
