Have you upgraded your account to a margin account? Unless there's something else going on in your account specifically, having margin on your account should fix that. You can't get around settlement (T+3) to remove funds from your account, but having margin should allow you to keep trading (but make sure you have at least $25K in the account or watch out for rule 2520).
