I have never shorted a stock so I don't really know the structure behind it however the admiral did state large blocks of shares can be shorted I was wondering after I looked the number up if it represents possibly 25,000 blocks of shares with a predescibed quantity within each block.maybe one of the more seasoned traders on here may know the answer.
