For someone else to come along now would be "almost" impossible as they would have to make up 6 to 8 months of negotiations. Think CGAQ's process has been a long time. CGAQ has seen how it always seems to be "manyana" with the Govt. The Govt need to post public bid imo is because CGAQ is their pick, and the posting of bidding process is just a required formality.
