Those shares cost NetCapital less than $0.25, of course.

NetCapital bought $150K of debt from Valens at a 75% discount, so that debt cost them $37.5K

And now they have obtained 600K shares to cancel a smallish $150K chunk of debt.
So, their cost per share is $0.06 not $0.25

As these are not restricted shares, NetCapital can start dumping those shares on the market right away, and net a sizeable profit, if they are so minded.

Note that, as Pervasip interest on its huge debt is $160K per month, so far Pervasip debt liability has not even started to go down, they are merely paying the interest on that debt to NetCapital, in shares.

Assuming such transaction is repeated every month from now on, in 1 year, NetCapital will have accumulated 7.2 million shares, and will still own 50% of Pervasip debt.

We are living interesting times.
