I do not think that there is any plan right now, but once there is operation and stock trading they can do RS. Al can become greedy seeing stock price going up to keep his stock number. However, the new outstanding shares of 30B sounds like they issued themselves new shares "10B" and preparing for an RS, or issued them to the investment banker for the financing deal as it is about $1M which is too much for their bonus but more like financing fees.
