OPMG DOES NOT have 1 Billion OS. They would have to do a shelf registration to get the authorization for 1 billion shares.
Here is a copy paste from the last 10Q

Common stock; $0.001 par value, 700,000,000 shares authorized, 435,145,721 and 414,388,121 issued and outstanding, at March 31, 2011 and December 31, 2010, respectively

They CAN NOT issue more than 700,000,000 shares with out filing. If they have diluted to 700,000,000 I own over 1% of the total outstanding shares. With the shares that are restricted and the shares that are held by investors like you and I, I/we have a substantial portion of the float secured.
