That's all bills are now a days. There is no such thing as a cohesive written law that is voted upon then enacted. Laws and bills these days are pretty much impossible to read as they are simply altering language to various sections of current laws. They've made so complicated that no one can possibly know what they're really up to.
Take the health care law. I read much of it when it was put up online.. But all it was, was adding a few sentences to this law.. then deleting a word or two out of another... Two thousand pages of that crap means no one can possibly decipher what was really done.
