You are almost there. I would extract down to FINE gold level on or close to site.
AS fo magnetic seperation I believe you could also do this on site with some new kit they have now.
The remaining concentrate containing Powdered gold ( 10% of 6grams approx ) with the added bonus of REEs would be down to cost efective and all avenues should be explored.
