Got another answer from E*Trade. Those otcbb pre and post trades are MMs trading to each other, as you're right, "...there are no "official" pre and post market trades in otcbb and pinksheet stocks, but Market Makers can and do trade to each other both before and after regular market activity."

My "guestimate" based on observations of what side of the box 5K pinky trades occur on...betcha we'll see a trade in the early a.m tomorrow on a lowball bid.
