To be honest any one who can. think about the average wage, not forgetting those that are not working.
They have a saying SMALL SMALL! it would surprise you how much you could loose by locals takeing bucket loads of Concentrates with 6gr per ton of gold. These guys and women are experts at panning and would only pull the free gold.
