This is the part where AGM is mentioned. It appears, good or bad, AGM won't be involved. Here is a clip of the article...

"Other GSEs such as Farmer Mac (AGM.N) are not big enough to
meet the Fed's counterparty requirements, while the Federal
Home Loan Bank system is not seen as an active lender in the
fed funds market."
