It looks like the Company authorized 20B additional shares.
The Company issued 10B out of the 20B.
Float is the same as pre-this info and the # of shareholders appears to be almost the same as pre-this info. It looks like the Company issued the 10B shares to the officers/directors.

I think they are getting more interest into the Company.
1- That's great, they really believe in it, they are not looking to retire any shares but they believe it will move up regardless.
2- Or, they will do a RS and they want to get the same number of shares.
