You hit the nail on the head. In most cases, power companies are required to purchase power that is generated.

You can even set up a windmill in your back yard, use the power, and if you have excessive amounts, your local utility has to buy it from you. Not sure at what rate, but it happens all the time.

Here is the TVA link. but don't be fooled. They are not being nice. They are forced to do it. It is almost funny to read the web page. It looks like they are just doing it for the environment. Sure.
