10 percent of CGSYQ's assets will remain in the shell, so it's still NOT an EMPTY shell, it still has assets.

Substantially rings a bell in my head of anything less than 50%. If you lose half of anything, no matter what it is.... U have lost a substantial amount! Now if they said " NEARLY EVERYTHING HAS BEEN REMOVED THATS A DIFFERENT STORY.

SUBSTANTIAL:
1.of ample or considerable amount, quantity, size, etc.: a substantial sum of money.
2.
of a corporeal or material nature; tangible; real.
3.
of solid character or quality; firm, stout, or strong: a substantial physique.

So by stating that, there's more than 10% LEFT IN CGSYQ.
