Agreed. I personally thought it would have gapped up on news, but 5% (4.xx%) ownership restriction would hinder it unless there was new fish coming in.

This leads me to believe that insiders already accumulated the max ownership... unless... the news is still be digested through their (or other company's) compliance dept of what company (HF, Mutual fund, institutional investors, etc. before a major purchase can be made).

All speculation on my part of course...
