Someone's assets need to be assessed.
What is concerning is "licitacion publica."
Licitacion has root of licitar, which is to bid/auction.
So, loosely, last paragraph:
Once assets are assessed, if DR deems it prudent the leasing (from word arrendamiento) of the V Centenario race track, in public bid, we will inform parties involved that they must work under conditions agreed.
Now, I am no attorney, nor am I from DR, but the line that seems strange to me, as a foreigner is: "in public bid."
That sounds like this letter could have been sent to other parties besides CGAQ.
Would be nice to have this clarified and that indeed this is not the case, as I read it.
