My understanding is it is the brokerage that sold you the shares are the responsible party for getting you the shares, I played one last year that Webstreet had to buy on the open market to get the shares in my account. There is a time limit on settling, keep a copy of all mail from them and after all is said and done if this delay causes you to lose money or the chance to profit from a sale you can turn that over to the SEC complaint dept. and they will look into it.
