Exactly! Can't trade with U.S. citizens (people like me) over U.S. markets (the market people like me are trading in). He can sell his shares to other Canadians, etc but he can't sell his shares to me in the U.S. market I'm trading in.

as long as they do not trade with U.S. citizens over U.S. markets.
