Reexamine Epps. If the FDA were able to regulate as a drug delivery device then the restrictions they could imply would be much more stringent. The courts ruled against the FDA on that matter so they can ONLY regualte e-gigs as tobacco products which opens up the US market to SFIO in a much broader spectrum.
