Yea, except you are not including the little fact called "RISC vs. x86". At the moment it looks like the disadvantage regarding power is much as in order vs out of order, if not more.

Unless ARM is considering going CISC or Intel is considering
taking Atom to RISC it is not a factor for either side in deciding
to stay in-order or go to OOOE.

It is clear to any serious student of microprocessor design that
the value (performance, perf/cost, perf/power etc) of any MPU
is determined roughly by 40% process technology, 50% quality
of implementation, and 10% choice of ISA. Intel can beat ARM
and its partners in process technology and given corporate focus
Intel can design ARM into the ground with the size, depth, quality,
and quantity of design team(s) sent into the battle. The benefit
of RISC here is primarily as a marketing term.
