I live within an hour from Reading and actually get down there from time to time. If someone has an address of this empty run down building I will check it out and give an honest response. As far as zoning goes, I know there are several parts of PA where you can get away with almost anything. There are areas with trailers that dig a hole in the ground and run their sewer into the hole. Reading folks would be happy for the jobs.
